Mozilla Composer tutorial--This tutorial will walk you through the use of a WYSIWYG (what you see is what you get) editor to create a website.
Geocities--Geocities offers a free place for you to publish your WebQuests. Also, if you don't want to fool with uploading your pages using FTP, this is probaby the way to go. With Geocities, it's very easy to put text, images, links, and any other thing that makes a website tick on your page.
WebQuest Generator--A quick and easy way to create a WebQuest, all from one page. The big problem with this is that the quest is on one page, very bland, and has no way to add custom images. Still, it's fast, easy, and free.
Another WebQuest Generator--This generator is a quite customizable, but it, too, creates a quest on one page.
